Description
Hi there. For VIP Go sites, we use VaultPress primarily as a way to provide self-service database backups for VIP Go developers as well as security scanning.
VaultPress does not back up media files for VIP Go websites, and so the `uploads` folder is always empty. However, the dashboard leads clients to believe otherwise.
Is there anyway to make a change in the admin so that VIP Go clients don't see the option to download the `uploads` folder?
If not, is there anyway to indicate that media is not available for download for VIP Go sites?

Research direction
No file or test is named in the report. Start by locating the admin dashboard entry point that renders the “uploads” download option, then compare its behavior for VIP Go sites. Done means VIP Go clients no longer see the misleading option or receive a clear indication that media is unavailable.
