Description
#### Steps to reproduce the issue
When a Jetpack subscription expires, a large red banner appears for Vaultpress explaining that there is a problem and that the subscription is no longer active.
#### What I expected
I expected to be able to dismiss this banner if I had no intention of renewing my subscription.
#### What happened instead
There is no way to dismiss the banner, the only way you can dismiss it is by deactivating Vaultpress but there were no clear steps to do this from the banner.

Research direction
Start by reproducing the expired VaultPress subscription state described in the issue and inspect the code that renders the large red banner. Confirm how VaultPress deactivation is currently exposed, then make the banner dismissible without requiring renewal; done means a user with no intention of renewing can remove the banner through a clear action.
