Description
The user contacted us over a ticket (4036789-zen) about the lack of a button to refuse cookies and shared this message:
> it is still not possible to have a banner respecting the rules related to the GDPR, that is to say with a button allowing to refuse all the cookies. Can you please help me to comply with this point? The banner on sites without domain seems better but still not correct since the refuse button is not available directly.
As the Cookies & Consent Banner Widget doesn't allow that yet, I'm creating this issue as a Feature Request.

No files, tests, or entry points are named in the issue. Start by locating the Cookies & Consent Banner Widget implementation and its existing consent controls, then trace how the banner renders its actions. Done means the banner offers a direct refuse-all option and the resulting behavior satisfies the stated GDPR requirement.
