Tiled Gallery replace Gallery Block site-wide

Tiled Gallery can replace `[gallery]` shortcode automatically site-wide so why not the `Gallery Block`, too?

#### Describe the solution you'd like
There's currently a checkbox setting to replace all gallery shortcodes site-wide. I'd like an additional checkbox to ask about automatically replacing Gallery Blocks site-wide.

If I ever disable Jetpack (even for testing) on a site, then my Tiled Block galleries would disappear. But if I use the Core Gallery Block throughout my site, I'll feel more confident everything is future-proof and looks consistent.

Start by locating the existing setting and code that replaces gallery shortcodes site-wide, then look for how core Gallery Blocks are detected or transformed. The issue does not name relevant files or tests; done should include an additional setting that consistently replaces core Gallery Blocks across the site without making galleries disappear when Jetpack is disabled.
