Contact info block: Link to Google Maps disappears when editing published post

This is the underlying issue to [#3443](https://github.com/wordpress-mobile/gutenberg-mobile/issues/3443).

NOTE that this happens on both web and mobile.

#### Steps to reproduce the issue

1. Add contact info block.
2. See that block has block settings, with "Link to Google Maps".
3. Publish post.
4. Edit published post.
5. Click on contact info block.
6. See that block no longer has "Link to Google Maps" on web/mobile (and thus has no block settings button at all on mobile since that shows only when there is a setting to display).

#### What I expected
Link to Google Maps should show upon editing a published post.

#### What happened instead
Link to Google Maps does not show upon editing a published post.

Reproduce the contact info block flow on web and mobile: compare its block settings before publishing with the settings shown when editing the published post. Confirm the fix by verifying that “Link to Google Maps” remains available after reopening the published post on both platforms.
