Description

#### Steps to reproduce the issue

1. Install, active, and connect Jetpack.
2. Purchase an Anti-Spam product.
3. Navigate to `wp-admin -> plugins` and deactivate Akismet.
4. Navigate to `wp-admin -> Jetpack Dashboard -> At a Glance`.
5. The `Anti-spam` card displays an `Upgrade` button. This site already has an anti-spam plan, so that button should not be displayed.
6. Click the `Upgrade` button and notice that the Anti-Spam product is added to your cart.

When the site has a Security bundle and Akismet is deactivated, the `Set up` button is displayed instead of the `Upgrade` button, which is the correct behavior.
