There is inconsistent behavior when a feedback post is moved out of spam:

* Feedback is in Spam > Click ‘Not Spam’ = Email sent.
* Feedback is in Spam > Quick edit to Published = No email.
* Feedback is in Spam > Trash > Restore (Draft) > Published = No email.

The contact form email should be sent any time the user takes an action that moves a feedback post out of spam.
