Description

On Jetpack > My Plan, we have multiple cards (Publicize, Re-Publicize, Google Analytics, VideoPress, Ads, SEO) that offer you to first activate a feature, then configure it:

For some of those cards, it would make sense to make things easier for site owners, by only offering them to configure the feature, and activating the feature when they click on the configure button.

As discussed at the link below, it may not make sense for all cards, but only for some of them.

> Some of those modules are a little different, since activating them makes immediate changes to how the site functions, while activating Publicize does nothing until after you've connected to an external service, and published a post

Research direction

Start by reviewing the Jetpack My Plan cards for Publicize, Re-Publicize, Google Analytics, VideoPress, Ads, and SEO, then read the related discussion in PR 17317. Done means the applicable cards offer a single configure flow while preserving separate activation where immediate changes make that necessary.
