Description
#### Is your feature request related to a problem? Please describe.
While it's possible to block a WordPress.com account from leaving comments on a site, it's currently not possible to block a WordPress.com account from leaving likes.
#### Describe the solution you'd like
Similar to blocking a WordPress.com account from leaving comments on a site, it should be possible to block a WordPress.com account to leave likes on a site.
#### Describe alternatives you've considered

#### Additional context
While a like seems less harmful than a comment, the like shows the profile image and the link of the corresponding WordPress.com account. This opens a backdoor to trolls as they're able to inject their (political) message into a site via Gravatar and to get a backlink to their site via their like.
