#### Steps to reproduce the issue

1. Go to any page with comments - https://kristestingsitesimple.wordpress.com/2019/07/03/example-post/
2. Click on the "Reply" button next to a comment.
3. Page-jump occurs, because HTML is reordered with some inline CSS.
