Description

#### Is your feature request related to a problem? Please describe.

Somewhat related to https://github.com/Automattic/jetpack/issues/9682

When a user searches for an exact phrase that matches a term e.g. 'iOS 14' other terms with higher post counts 'Apps', 'Deals' show vs the newer category with fewer post count.

Can we tweak ElasticSearch query so exact term match results in showing term filter?

Research direction

Start by reviewing the Elasticsearch query that builds taxonomy term filters, using the iOS 14 search and guide URLs as the behavior to compare. Done means an exact taxonomy-term phrase such as “iOS 14” causes its matching term filter to appear ahead of higher-count unrelated terms; the related issue may provide context.
