Comment Likes: Initial comment not able to be Liked

#### Steps to reproduce the issue

1. Start a totally new site (Atomic Ephemeral or JN)
2. Immediately connect Jetpack and enable Comment Likes.
3. Visit the default initial post and attempt to Like the default comment.

#### What I expected
The default "Like" button under the comment ready to be clicked.

#### What happened instead
"Loading"


If a new comment is added OR the initial one is edited, the Like button works as expected. I suspect the initial comment is not synced up to WP.com (which is needed for the Like button to load).

Reproduce the issue on a new Atomic Ephemeral or JN site by connecting Jetpack, enabling Comment Likes, and opening the default post. Trace why the initial comment remains in “Loading” while a new or edited comment works, then verify that the initial comment’s Like button is immediately usable without editing or adding a comment.
