Description

#### Steps to reproduce the issue

1. On a Jetpack site with a Business plan, go to `/wp-admin/admin.php?page=jetpack#/my-plan`
2. Click "Activate Google Analytics", then click button again when it says "Configure Google Analytics" (side-note: If I click to activate I should probably be taken to configure it automatically)
3. You will be taken to Calypso - https://wordpress.com/marketing/traffic/your-site-url.com

#### What I expected
Settings scrolled to Google Analytics and a tooltip instructing me to enter my GA code

#### What happened instead
Dumped at top of page and had to scour long list of settings to find what I need

Inspect how “Activate Google Analytics” and “Configure Google Analytics” navigate between these entry points.
