Description
I encountered this error while trying to connect Jetpack to a dreamhost hosted site (it's been discussed in slack).

Regardless of the error, we should add actionable links to the end of all connection error dialogs. A new customer coming through has no idea what any of this means and definitely doesn't know that there's a debug link in the footer. Let's add it right into the notice itself!

Research direction
Start by locating the Jetpack connection error dialogs and inspect how the existing debug link is exposed in the footer. Add an actionable debug link to the notice itself for all connection errors, then verify that each dialog presents it clearly.
