Description

#### Summary

A user reported this issue in 2207269-zen.

Jetpack's 'Comment Form Introduction' text field doesn't update the comment header text in some themes (Foundry, Twenty Nineteen) due to how Jetpack is hiding the 'duplicate' comment field headline:

This is related to the following:

https://github.com/Automattic/jetpack/commit/f3b4444f4b5edfa069666ee2089d16e37a2c8a31
https://github.com/Automattic/jetpack/issues/10587

It would be better to hide the default comment header, rather than the custom one that Jetpack adds, as hiding Jetpack's breaks functionality.

Research direction

Start by tracing Jetpack's comment form behavior in the Foundry and Twenty Nineteen themes, then review the linked commit and issue 10587 for context. Verify that the custom Comment Form Introduction controls the displayed header while the theme's default header is hidden, and check both affected themes before considering the issue done.
