Description
#### Steps to reproduce the issue
1. Expand passed tests in Site Health
2. Scroll down
4. Admin menu on the left also scrolls, unlike other admin pages.
This doesn't happen on a fresh installation when Jetpack is not installed. Only happens after Jetpack is installed.

Research direction
Reproduce the issue by expanding Passed Tests in Site Health and scrolling, then compare the behavior with a fresh installation without Jetpack. Review Jetpack’s WordPress admin integration and the related WordPress ticket 47571. Done means the left admin menu remains locked while the expanded tests are scrolled.
