Description

#### Steps to reproduce the issue

1. Expand passed tests in Site Health
2. Scroll down
4. Admin menu on the left also scrolls, unlike other admin pages.

This doesn't happen on a fresh installation when Jetpack is not installed. Only happens after Jetpack is installed.
