## Summary
When a site is cloned on the same multisite network, the safe mode option is not prompted.
## Steps to Reproduce
1. Create a multisite install.
2. Create a subsite (subsite1).
3. Connect subsite1 to Jetpack
4. Clone subsite1 to another subsite (subsite2) using https://wordpress.org/plugins/multisite-clone-duplicator/
### Expected Result
Jetpack should prompt for the safe mode in subsite2.
### Actual Result
Safe mode is not prompted. Potentially causing IDC. The URLs in WordPress.com cache is changed to the cloned site.
