Description

#### Steps to reproduce the issue

1. Go to Jetpack > Settings > Writing
2. Enable the WordPress.com Toolbar feature.
3. Go to WordPress.com and make sure you are logged in.
4. Back to wp-admin, click on your Gravatar and click sign out to log out of your site. It should also log you out of your WordPress.com account.
5. Log back in to the site and to WordPress.com.
6. Attemt to sign out again using Jetpack Masterbar's Sign out button
7. You will not be signed out of WordPress.com.

This appears to be an issue in Jetpack since at least version 6.8.

Kudos @brbrr for finding this!

Research direction

Start by reproducing the listed steps in Jetpack Settings > Writing and use the Masterbar’s Sign out button twice. Trace the logout flow from that button; done means the second sign-out also logs the user out of WordPress.com.
