This is on a site running WordPress 5.2, Jetpack 7.3, and Twenty Nineteen 1.4. Screenshots from Firefox 66.0.5 with no ad or tracker blockers, also reproduced in Chrome 74.0.3729.157 with no ad or tracker blockers.

Research direction

Start by reproducing the Share button configuration with the official Twitter button inside and outside the Share button container on WordPress 5.2 with Jetpack 7.3. Compare the Firefox 66 and Chrome 74 results shown in the issue; done means the Twitter iframe appears consistently when configured inside the container.
