JITM: When rapidly switching between Settings tab, the JITM for the previous tab gets to be present on the new tab

#### Steps to reproduce the issue

1. Apply D19944-code
3. Running Jetpack master, visit the Jetpack settings.
4. Click the Security tab, and rapidly switch to the Discussion tab
3. Expect to see the "A simple message with a list..." JITM showing over the discussion tab.

#### What I expected

I expected the JITM to change or not be shown if none present for the new tab.

#### What happened instead

* The DIscussion tab keeps showing the JITM for the Security tab
