Add more options to Jumpstart modal for manual set up

Currently the Jumpstart modal only has a single option—activate recommended features. This leads many customers to click that option and dilutes our module activation stats.

Instead could we add another option or several options—
1. activate recommended features
2. set up customization options
3. explore marketing features
4. set up security features

Those sub links could jump a customer over to the appropriate settings tab and we could monitor which things are activated and perceived to be valuable when someone chooses not to activate recommended stuff. This could be a very very light version of 'vertical selection' essentially.
