Activity Log: Polylang causing multiple entries in Activity Log

When using [Polylang](https://wordpress.org/plugins/polylang/), activity for users viewing the page and getting their chosen translation are showing up as entries in the Activity Log. From the user in 1561676-zen, this is what they're seeing:

> I'm using Polylang multilingual support and everytime a page or post is shown to a user in a different language, I find in the activity protocol messages such as:

> - Greeting text changed from 'Rispondi' to 'Kommentar verfassen'

I logged into their WordPress.com dashboard, and I can see the different language entries behind the "upgrade" prompt:


The user is also concerned that this is causing traffic issues and extra load on their site.

Marked it as High priority as it would impact anyone using Polylang.

Start by reproducing the Activity Log behavior with Polylang enabled and a page viewed in different languages. Trace the entries for language and setting changes, then verify that normal translation views no longer create those entries or add unnecessary site load.
