Description

SSO won't work if the Jetpack connection breaks for some reason. What should the fallback mech be for such a case?

First thoughts:
1. Need a way to check for failure.
2. Need to determine who/how to allow login in such a case.

Also should account for if Jetpack isn't present at all (bad update fails to reactivate or whatnot)
