Description
SSO won't work if the Jetpack connection breaks for some reason. What should the fallback mech be for such a case?
First thoughts:
1. Need a way to check for failure.
2. Need to determine who/how to allow login in such a case.
Also should account for if Jetpack isn't present at all (bad update fails to reactivate or whatnot)

Research direction
No files, tests, or entry points are named. First clarify how Jetpack/SSO failure and a missing Jetpack installation should be detected, who may use the fallback login, and what the expected recovery behavior is; done means those cases have an agreed mechanism and tests.
