"Waiting for macOS" and "Recheck Permission" are unresponsive in Desktop Settings / Getting Started

Initially I was trying this while it was already enabled. But I tried disabling, quitting settings, and starting again. Behaviour is identical.

Reproduce the unresponsive “Waiting for macOS” and “Recheck Permission” controls in Desktop Settings / Getting Started, including after disabling and restarting Settings. The payload names no source file or test, so first locate the settings entry point and its existing interaction tests. Done means both controls respond correctly in the reported macOS states.
