Quite is flagged incorrectly as a typo

**Why is this incorrect?**
This is an acceptable use of quite, by using it to mean rather. Harper even says so in it's error message: `Quite’ might be a typo here. It means ‘rather’ but you might be trying to say ‘quiet’ (not noisy).`

**Example of correct usage:**
Any time quite is used to mean rather.

The report names no files or tests. Start by reproducing the warning on “the book is laid out quite well” and trace which rule flags “quite”; add regression coverage showing that “quite” meaning “rather” is accepted, while the intended typo detection remains covered.
