Description

**Describe the bug**
Even When Toggle Off, The Extension Prevents `Ctrl + E` Unless Disabled From `edge://extensions/`

**To Reproduce**
Steps to reproduce the behavior:
1. In Microsoft Edge, Toggle Off The Extension (From The Extension Dropdown Menu)
2. Attempt Triggering `Ctrl + E` To Open A Search Query In The Address Bar Using The Default Search Engine
3. The Output Should Be No Behavior
4. Disable It From `edge://extensions/` To Retain The Functionality

**Expected behavior**
Opens A Search Query In The Address Bar Using The Default Search Engine, When `Ctrl + E` Triggered

**Screenshots**
I'm Afraid It's More Passive Rather Than In The Foreground To Show

**Platform**
Microsoft Edge v147.0.3912.60 (64-Bit) | Microsoft Windows 11 25H2 26200.8039 (64-Bit)

**Additional context**
Disabling The Extension From `edge://extensions/` Retains The Functionality

Research direction

No source files or tests are named. Reproduce the behavior in Microsoft Edge by toggling the extension from its dropdown, then trace the extension's keyboard handling and enabled-state behavior; done means Ctrl + E remains available when the extension is toggled off, while the existing extension behavior remains intact.
