TODO (all caps) should not be changed to 'To-Do'

## Description

Spurious fix. Many filetypes have TODO in comments.
Suggesting 'To-Do' is wrong. Adding it to UserDict didn't help.
Neovim 0.11, arch linux.
Occurs in nvim/init.lua and subtree as well as in a giant tree of markdown files in ~/books/
