Quick Editor when logged out doesn't use locale

If you pass a non-English `locale` to the quick editor and you are not already logged into Gravatar then it takes you through the English login flow.

If you are logged in then you get the localized Gravatar.

Ideally the login flow will also use the `locale` value.

Reproduce the quick editor while logged out with a non-English locale, then trace the login flow used by that entry point. The issue is done when the logged-out Gravatar login flow uses the supplied locale instead of English.
