Arimo Font - Hebrew Text Doesn't Display in IE11

Description
Hebrew text is not displayed when using Internet Explorer (Windows 7) and the site's font is set to Arimo. Using the IE emulator I found this affects IE 9 -11 and Edge.
With other browsers and operating systems, there aren't any issues.
I test multiple themes (Twenty Fifteen, Penscratch, Franklin, and Sapor) and the issue remained, so the theme doesn't appear to be a factor.
Other languages work fine with the Arimo font in IE (tested English and Arabic)
The browser console displays an error when the site is loaded:
> CSS3117: @font-face failed cross-origin request. Resource access is restricted.

Research direction
Reproduce the issue in IE9–11 and Edge with the Arimo font and the linked Hebrew test post. Inspect the browser console and the Genericons.eot cross-origin request; done means Hebrew renders correctly in the affected browsers without the reported CSS3117 error.
