Submit Hermes output to Skills Hub or Hermes plugin path

## Goal
Submit or list the generated Hermes output through the appropriate official Hermes-compatible distribution path.

- Generated output merged in #53: `plugins/hermes/`.

## Tasks
- Decide whether the publishable artifact should be a Skills Hub-compatible tap, a Hermes plugin installable from Git, or both.
- Validate `plugins/hermes/` against Hermes skill/plugin docs.
- Prepare the listing/submission repository or installable publish path.
- Record the submission URL/status back in #45.
