Comment streams only partially unifying across translations

Comments posted against translations of a post are not being displayed in a unified stream.

However, the comment count appears to be a total of comments across all language versions of a post.

Reproduce the issue by posting comments against multiple language versions of the same post, then compare the displayed stream with the total comment count. Trace the comment retrieval and display entry points, and consider the issue done when comments from all translations appear in one unified stream while the count remains correct.
