I have an issue with fixed position divs

The scrollbar appears but does not respond to anything. I could not put it on the div that is under the Filter space.

Start by reproducing the fixed-position div case from the linked JSFiddle example. Inspect the antiscroll entry point that handles the scrollbar and compare its behavior with the div under the Filter space. Done means the scrollbar responds normally and the fixed-position example scrolls as expected.
