Allow Filtering and Bulk Editing in Job Dashboard

Better options for managing display of jobs in the [job-dashboard] view. Possibilities include keyword-search, category-filter, order/filter by status, sort by number of applications, position filled/not filled.

Bulk edits to allow jobs to be set to filled or to be deleted would also be a good addition.

Start at the job-dashboard view and define the scope of filtering, sorting, keyword search, and bulk actions before changing anything. Done means the selected filtering options and bulk status or deletion operations are implemented with their expected behavior agreed and verified.
