Employer submitting job listing for another company

I notice that a register Employer can submit a listing for another company he does,'t created or own.
Of course, this is put to moderation but is this normal ???
Why an employer see full list of companies when editing a new job listing ?

How can I fix that urgently ?

The issue names no files, tests, or entry points. Reproduce the employer job-listing edit flow and trace how the company list is populated; done means an employer cannot select or submit a listing for an unowned company, while the existing moderation behavior is checked.
