Include Deactivate Listing in Job Actions

Employers often need to remove job listings for various reasons, but the only option they have is to Delete a job from their jobs dashboard.

### Describe the solution you'd like
Include an action in the jobs dashboard menu that allows employers to deactivate a job listing (sending the listing to Draft status).

Start at the jobs dashboard menu and trace how the existing Delete action is registered and handled. Add a Deactivate action that sends the selected listing to Draft status, then verify the action is available to employers and that the listing is no longer active.
