Application Form - Can't select past date in date picker

**Describe the bug**
Date pickers in application forms cannot be used to select dates in the past.

**To Reproduce**
Steps to reproduce the behavior:
1. Create an application form that has a "Date" field.
2. View the application form from the front end.
3. Select a date on the date picker.
4. Notice that it is only possible to select today's date and future dates.

**Expected behavior**
Selecting a date in the past should be possible.

- [x] I have deactivated other plugins and confirmed this bug occurs when only WP Job Manager plugin is active.
- [x] This bug happens with a default WordPress theme active.
- [x] I can reproduce this bug consistently using the steps above.

**WordPress Environment**

Replicated on demo site:
- WordPress Version: 6.4.2
- WP Job Manager Version: 2.4.0
- PHP Version: 8.1.20

Start by reproducing the issue in a front-end application form with a Date field, using the listed WordPress and WP Job Manager versions if available. Trace the date-picker behavior from that form; done means dates before today can be selected while the existing date selection behavior remains functional.
