Description

### Is your feature request related to a problem? Please describe
Users frequently want to edit their job listings when renewing them (e.g. to change the application deadline that they've specified in the job listing or other details), but there is no option to edit a job listing when renewing it.

### Describe the solution you'd like
Users are taken to the editing form (just like after they click "Relist" on an expired job listing), and then can proceed to the Preview step where they can then click to "Renew" the listing.

### Additional context
Taking users to the editing form as the first step in renewing a job listing also makes the plugin compatible with the Application Deadline add-on again (see related bug report, [here](https://github.com/Automattic/WP-Job-Manager/issues/2559)).

Research direction

Start by tracing the existing Renew action and the Relist-to-editing-form flow described in the issue. Compare how renewal reaches Preview and how the Application Deadline add-on interacts with that path. Done means users can edit a listing while renewing it, preview the changes, and complete the renewal without breaking the add-on.
