Description

Placeholder issue. Need to do an audit of `[jobs]` related issues when coming up with our requirements.

`[jobs]` shortcode won't be immediately going away, but I imagine the block will be getting the enhancements.

Replaces: #997

Issues to consider:
#640: AJAX Filters: Provide way to fire outside of jQuery.ready
#738: Improve appearance on mobile
#1021: Order by expiration date
#1050: Show all jobs when checkboxes are all checked and unchecked
#723: Limit the number of featured jobs
#1106: Company logo not displayed on mobile
#997: Refactor `[jobs]` shortcode to work without need of Ajax when necessary/requested

Research direction

Start by auditing the related issues listed in the description, especially #997 and the AJAX, mobile, ordering, filtering, and featured-job concerns. The issue names no files, tests, or entry point, so first establish the existing [jobs] shortcode and block implementation. Done means documented requirements and a defined replacement block scope that addresses the selected enhancements.
