Description

### Problem Description

When importing export class mappings from a text file the localized string for "Not exported" (which was working fine in previous versions) is not interpreted correctly.

This is my import result:

This is what I expected to get:

Research direction

Start by reproducing the export class mapping import with Revit 2025.4.x and IFC for Revit 25.4.0 on Windows 11 24H2, using a localized "Not exported" string. Compare the observed result with the expected mapping; done means the localized string is interpreted correctly during import.
