Description

**Describe the bug**
I exported a sequence of usd files in Houdini and used USD Stitched Clips ROP node to generate clip set. While these files seemed OK in Houdini and looks fine in Maya viewport, Maya showed this error: "Error: Failed verification: ' clipIndex < valueClips.size() && time >= valueClips[clipIndex]->startTime && time < valueClips[clipIndex]->endTime ' " twice. I could not find anything wrong with these files, so could you please check if this is a bug?

Steps to reproduce the behavior:
I've created some demo files. Simply unzip the attachment and create stage from file "test.usda" and you'll see the error.

**Expected behavior**
No errors.
