Description
GitHub recommends for most companies that they have a single large organization, and that you use teams to break down access rather than organizations. The collaborators graph is an awesome feature, but unfortunately gives little insight if you are running in the recommended configuration.

Research direction
The issue describes changing the collaborators graph from organization-based slicing to team-based slicing, but names no files, tests, or entry points. Start by locating the graph and GitHub Enterprise data paths, then determine the required team-level behavior and how completion should be validated.
