Intent-to-implement: Segmented Button Component

Hey guys, This is Tim Towles. I intend to implement a SegmentedButton.

* allow selection between 2 or more mutually exclusive options (example: List vs Thumbnail views).
* built as a new component which will be a wrapper around that modifies visual style to achieve segmented appearance. I am happy to add anything else which you think would be useful as well.
