DropDown order not as set in the options properties of the control

I am trying to always append a 'Create New...' item in my drop down.
When trigered I create a new item which I add to my options, to which I add the 'Create New..' item.
The problem is that the Create New item is always at the same positoin in the menu - even if it's always the last item in the options.

No file, test, or entry point is named. Reproduce the DropDown with a newly created option followed by a “Create New...” option, then trace how the options are rendered and verify that the appended item appears last in the menu.
