File items doesn't seem to download correctly.

Description
When having a file item, clicking download has a GET failure saying it can't retrieve the file. Probably a missing reference somewhere?

Reproduce the failure by clicking Download on a file item and inspect the GET request and its error. Trace how the file reference is passed through the download flow; the work is done when file items retrieve successfully instead of returning the reported GET failure.
