Description

**Describe the bug**
It used to relatively work before with massive lifecycle issues, at the moment it doesn't do anything at all. Even when restarting the render. In general when it comes to atmo/fog environment it'd be in general great to have a redesign for a "Solaris native dedicated environment" node instead of hacking it in through "Arnold material builder" and the LOP afterwards.

Feels incredibly legacy, unreliable (lifecycle) & broken at the moment.

Research direction

Start by reproducing the atmo/fog environment failure in Houdini 22 with HtoA 6.5.3.1, including after restarting the render, and inspect the two attached examples. Done means the environment produces the expected atmospheric or fog effect reliably; the issue does not name files or tests to run.
