Description

**Describe the bug**
The camera code from the render delegate seems to be ignoring some of the HdCamera aperture parameters, and there's a comment in the code about it.
When rendering a scene from Solaris, changing "Aspect Ratio Conform Policy" doesn't seem to have any impact on the render, which looks like this is related to the above problem.

Research direction

Start by reading the render delegate camera code and the existing comment about ignored HdCamera aperture parameters. Reproduce the issue in Solaris by changing the Aspect Ratio Conform Policy, then trace which aperture values reach rendering. Done means the policy changes the rendered camera framing as expected.
