Description
### Description
When the theme changes, typically the one thing that fails to change is the taskbar in my secondary monitor
However, when I right-click ADM's icon tray and then "Try to fix the theme”, it does work
### Expected Behavior
The taskbar should also change

Research direction
Start by reproducing the automatic theme change with a secondary monitor positioned on the left, then review the attached service.log and compare the behavior with the manual “Try to fix the theme” action. Done means the secondary monitor’s taskbar changes theme reliably during automatic switches, matching the primary monitor.
