re-ordering chaos in chrome extension

Sorry that's not a very descriptive title, but I can't quite tell exactly what's happening to describe it more precisely. When I click the edit icon and drag-and-drop items to put the more frequently used ones up top, they're not going where I put them, and others seem to be moving as well, and I can't find any pattern to it. I drag one thing a few spots down and it ends up at the top and something else moves down and I swear others are switching places for no apparent reason. It's absolute madness, please fix it or provide a more stable way of re-ordering (arrows to move things one space at a time, or number fields might be easier?)
