Description
We are geeks, and we know how *bad* it is to send personal informations over the wire.
So, excepted some very special cases (the ones with explicit web access), moogle should *not* connect to the web.
In fact, mogle should be able to work totally offline (graceful degradation is the word for that). Typically, features used when no web access is available and no access is provided should answer something like "oh crap, I forgot my phone" or "what have you done with your web connection ?" or even "man, you're torrenting porn or what ?".

Research direction
The issue names no files, tests, or entry points. Start by mapping where moogle performs web access and identify which features explicitly permit it; done means ordinary operation works offline, with web access limited to those explicit cases and graceful responses when unavailable.
