Implement a package development scaffold project. The branch name could be called `library`.

### Motivation

The package development project will be a project for the developer that wants to create packages that are integrated with Athenna ecosystem. This package will be quite the same as [AthennaIO/Template](https://github.com/AthennaIO/Template), but will come with `@athenna/ioc` already installed.
